Whether in the case of merchant export under GST, Registrar Supplies to Merchant exporter should be manufacturer or can be trader also.

It is not necessary. However, there are certain rules in GST for merchant exporters. If a merchant exporter does not comply with these rules, the supplier may be liable to pay the tax
