Manufacturing soap - license required??

Hi all,

I am planning to start manufacturing soap, candles and cosmetics under cottage industry scheme in chennai. I want to know, is there any license to get for soap & cosmetics? if so can you suggest me that whom to approach? and tell though it is comes under cottage industry, is license applicable for that? 

What are the statutory compliances to be followed for that?
