Mandatory to file annual return??
is it mandatory to file gst annual return for composition tax payers of fy 17/18 and fy 18/19???

Quick Summary
No Sir it is not mandatory. For FY 2017-18 and FY 2018-19, filing of FORM GSTR-9A was made OPTIONAL. The same was clarified vide Circular No. 124/43/2019 - GST, dated 18th November 2019.

No relaxations provided yet for FY 19-20. But can be expected, awaiting notification.

As of now, No Relaxation have been provided from the Government regarding FORM GSTR-9A as well as FORM GSTR-9 for the FY 2019-20.
The trade and industry is still stuck in filing FORM GSTR-9 / GSTR-9A for the previous two FY ( 17-18 & 18-19 ).
