Mandatory Registration for Cable services operator or not???

I have one query regarding the GST Registration that the CABLE OPERATOR SERVICE PROVIDER Is mandatory registration irrespective of turnover? Example 1. Cable operator XYZ (INDIVIDUAL) 2.GTPLCOMPANY) 3. CONSUMER LOCAL.GTPL Raise bill per connection to the XYZ 200 + gst per connection and xyz provide cable services to the local consumer 300 rs (adhoc basis).XYZ Responsible for arranging the wire and installation with settop box and providing the complaint services. so , sir in this case threshold limit (Rs.20 lakh) is apply or not? or registration mandatory irrespective of turnover? Sir please kindly give me the your opinion for the same.
