No as per Rule 33 of CGST rules, 2017 if these expenses are being recovered in the capacity of pure agent i.e. ( No profit or addition made to actual expenses) by the tenant ; has been indicated seperately on the invoice; and is not used by the tenant for his interest. These amount shall be excluded while computing Taxable value u/s 15 of CGST Act, 2017.

Yes, it is part of Rent for GST purpose. Since these utilities connection must be in your name.
