Will the 10% rate of LTCG on sale of Mutual funds apply for the whole FY18-19 since rate was introduced in January 2019?

Yes, for AY 2019-20, over equity oriented MF schemes.
Beyond basic 1 lakh deduction, 10% is LTcG tax.
