Lower tds on 194j for individual deductee

I  received professuional fees ( above Rs 30000/- )  from one company after deducting tds @ 10% ,  my annual income including this professional fee  are not taxable.   Is their any form or declaration submint for lower / non deduction of tax.

Yes form no 15g/15h

I am not am not senior citizen & income receive in nature of fees not interest. 

You can apply u/s 197 to the assessing officer to get a certificate for lower deduction or no deduction of TDS. A copy of the said certificate can be given to deductor for the no deduction or dection at lower rate.
