Is local authority or municipality required to file ITR ?

Yes Municipal corporation is required to file ITR 5.
Is it required to pay Income Tax ?
Yes, On whole total income @ rate piscribe + Surcharge .
It's govt organization. Still is it required to pay tax and file ITR?
Check out last year Fiance Act 2021 and this year Finance Act 22 copy ( every year tax is applicable) for certain exemption , rate and surcharge etc , you refer Finance Act .
Dear persons ,can my friend file ITR return 21 year now ???
But financial year for govt is different

@ Sanjay Financial year for both private and govt is April to March .
