I'm registering a LLP and no partner has DPIN how can I associate dsc and should I associate dsc with MCA Portal before uploading signed pdf

You can follow these steps:

Obtain DSC for partners. First all partners need to get a DSC from a licensed certifying authority.
Create DPIN for partners through the MCA portal.
Associate the DSC with the respective DPINs on the MCA portal.
Once DSC is associated, you can proceed to upload the signed PDF for LLP registration.
