form 4 and form 3 are required to be filed by llp within 30 days from the event date (admission date of partner). It may be filed after 30 days but a separate from required to be filed for every change (if any , one or more changes in llp )subject to additional charges. form 4 is for admission, cessation etc. and form 3 is for change in llp agreement so both the forms are required to file with ROC.
