what is the difference between listed company and listed public company?

Every company listed on stock exchange should be public company only. There is no difference between the two.
But Rule 3 of Companies(Appointment and Qualification of Directors) Rules, 2014 dealing with women director uses the word "Listed Company" whereas Rule 4 of said rules concerning independent directors uses word listed public company.Could you please deliberate the intention of the legislation for using these terms?
Companies whose securities ( Equity/debt instruments) registered on a stock exchange are called listed companies. It includes public / private. private companies can register their debt instruments on stock exchange.


listed public companies : Public companies whose securities (Equity & debt / only Equity) registered on stock exchange.
