Liquidator of private company

Dear Experts,

We want to liquidate a Private Limited Company. It's a voluntary winding up by the members.

The company is having share capital of Rs. 4 lacs and Cash of Rs. 4 lacs in its Balance Sheet. that's it.

Now who can be appointed as liquidator of the company? Whether an ordinary person without any professional degree can be appointed as liquidator?

Whether we are required to go in court?

What will be the cost of the whole winding up procedure?

WHO CAN BE APPOINTED AS OFFICIAL LIQUIDATOR?

A member from the panel of the professional firms of chartered accountants,

Advocates, company secretaries, cost and work accountants which the central government may constitute.

Body corporate approved by central government. Whole-time or part-time officer appointed by the central government.

Please tell me the source that where it is written in companies Act. Also tell me the practical procedure of winding up of company.
