When person deceased without making will, personal laws will apply depending on religion to which he belongs. Further it also depends upon his gender of deceased person.
so, give details according to ascertain legal hiers
Firstly mother and then father(if mother died).
Age of the assessee was 90 yrs.(mother , father also died)and the assessee has 2 sister and one brother.Then????
Then any one of them will be legal heir.

Property will go to hairs of father and hairs of mother of lady dying without will if she was hindy

NOC required from other legal hier???

As per law, hindu sucession act, property will go to her  hiers of mother and father of of lady in equal ratio. so legally NOC is not required, 

BUT, people unaware of legal concepts ,demand such NOC from brothers and sisters of such lady

 

Better file application in civil court & get order of legal hiers from civil court...,Best solution

Without court order, how will u transfer immovable property of lady??

NOC from others required if property transferred to anyone.
