who is the legal hier in case of death of a person who never married.

When person deceased without making will, personal laws will apply depending on religion to which he belongs. Further it also depends upon his gender of deceased person.
so, give details according to ascertain legal hiers

Age of the assessee was 90 yrs.(mother , father also died)and the assessee has 2 sister and one brother.Then????

Property will go to hairs of father and hairs of mother of lady dying without will if she was hindy

As per law, hindu sucession act, property will go to her  hiers of mother and father of of lady in equal ratio. so legally NOC is not required, 

BUT, people unaware of legal concepts ,demand such NOC from brothers and sisters of such lady

I am assuming lady is hindu by religion  Furthur, without court order, it will not be possible to transfer immovable property on names of legal hiers

NOC from others required if property transferred to anyone.
