Legal casinos in goa

in goa , there are casinos which are being operated legally...

I have questions regarding it..

Q. 1 how they get license from government means what is procedure?

Q.2 they have different departments like level 1 , level 2 etc for restaurant, casino room, whisky room, etc..
do they keep books of accounts separately for each department??

Q.3 they provide many supplies and services in different departments..how gst will be applicable? how to treat them ? whether it is composite or mixed supply??

Q. 4 actually, these types of casinos are being operated in cruise..provisions of shipping business will be applicable or not?? if not then how provisions of normal business will be applicable??

Q. 5 how provisions of TDS will attract??

Q.6 how they get financial funds?? how they invest profit??
