For Professional Competence Examination, Paper 3, Laws, Ethics and Communication, do the students require to mention the Case Laws and Sections?. I mean is it compulsory?

No its not compulsory, but however it makes some difference if u mention section no or case law.

though, its not compulsory to quote relevant sections or case laws but if you do so it will create good impression as it shows your conceptual clarity.
If you are unable to learn all you can go for imp. sections
