we have to submit the tds on 7th of Nov, for the month of Oct 2008.Now we are late by 19 day to deposit the tds what would be panelty on it pls guide

We have paid Tds for the whole year for the period 2007/08 in the month of Feb 2009. As we have not paid any tds we have not filed quaterly returns. Can I file One Annual Return for the whole year TDS transactions or I have to file the returns quaterly wise. please advise me in this regard. Shall we have to pay any interest for late filing of Returns ?
