Late filling of 3b2

Suppose a party has not filed return for the last 9 months he has purchased some items from unregistered dealers on which rcm is to be paid and some items from registerd dealers wheter he will get benefit of itc on both the items in the same return or he have to pay rcm first and then will get itc rebate.
