Rs. 5000 per return per act
There is a provision for maximum limit of Rs. 5,000 late fee for every gst return.

in your case 20 Rs per day Penalty will charge but subject to maximum 5000 Rs per return.
Either you can drop a latter to Department if you want to surrender the registration without paying any late fee panalty. or you can show the business opening date as business closing date then it won't call you for paying late fee panalty.
from July 17 to July 19 = 24 months 2 years ( 24 return x 5000 per return) approx 1,20,000 , is this right sir ?
Maximum Late Fees that can be levied u/s 47 of the CGST Act 2017 is Rs. 5000 per Act [ Total Rs. 10,000 ( under CGST Rs. 5000 + under SGST Rs. 5000 ) ].
