we have to issue bill for sample with zero value. which invoice to issue- bill of supply, tax invoice or delivery challan

The definition covered each supply made by the registered supplier even without any consideration in furtherance of his/her business. Due to this, all the samples which are distributed by the registered supplier would be charged to Goods and Services Tax.In your case issue tax invoice with zero value
If it is sample on approval basis , then u can issue a Delivery Challan & as soon as the goods approved ,has to issue tax invoice
Note ; Delivery challan cannot valued at Zero
