Q2: First pass payment voucher for the Specific Purpose and then cancel that. Again pass a payment voucher (Bank Payment)

For Cash & Bank Entries, "CONTRA" entries are used generally..

Ya U should use contra Vouchers only

 In our company vouchers  there is no COntra vouchers ,

So is it possible to pass in JOurnal voucher.

In the absence of contra voucher system, only journal voucher can be used.

right in the absence of contra voucher u can use journal voucher for cash withdrawal and deposit

Contra Voucher is the right answer for both the questions. In the absence of contra voucher u may pass Journal voucher(s)

Cash and bank falls under same group and known as cash or cash equivelant thus contra voucher used for Bank - cash, Bank-Bank, Cash-cash, Cash bank
