Even though TDS was deducted, filing return is mandatory if Gross income exceeded basic exemption limit in AY 2013-2014
If TDS deducted then Income Tax return required if Your income exceeding BEL or not.

If TDS deducted but Assessee not filed ITR then Dept will issued such notice.
@ anshul

In my view ------ when gross total income is less than basic exemption limit (BEL), it is not mandatory to file income tax return despite TDS deduction.

If you want refund then only you file return. Not mandatory to file return.

1. Deduction of TDS is not the end of the road with respect to income tax. Every person whose gross total income is above the basic exemption limit is required to file ROI on or before the due date.
2. In your case, if the income is not above the basic exemption limit ( as per AY 2013-14) then filing of return is not mandatory.
3. If it exceeds the basic exemption limit then filing of return is mandatory even no tax is due from your end.
Please correct me if the above solution has an alternative view.

What happens if they don't file any missed ITR for P.Y.?
@ Mr P V Selva Ganapathy.,

If Not filed PY ITRs then no way for filling ITR in normal provisions.

In case Assessee want to claim Refund or Carry forward any loss then Assessee will try to file Condonation delay request to Jurisdictional CIT for filing missed ITRs.
If request accepted then ITR can be file with that acceptance of request. Otherwise no way.
