I have outstanding demand in financial year 2017-2018. I filed a return for financial year 2018- 2019 and E-verified on 16september 2019 but ITR is not processed till date. why my return not processed.

There are 2 financial years in your query. In both the case, the answer would be the same that "it is system driven". You can't do anything

Pervious financial year outstanding demand is problem for this financial year for not processed

Processing is independent work for each AY.
This work is not affected by any pending demand.
