ITR not filed for AY 18-19, Tds has been deducted

Hi,
I have forgot to file itr for ay 18-19, Tds was deducted about 8000. Can I claim the refund now?

You file condonation application before your jurisdictional Pr CIT or CIT with genuine reason for your refund.

Thank you, will there be a notice issued by the department if tds left unclaimed and I let it go.
