Dear Sir.

Can I file income tax return 'NIL' for Fy 2018-19 without penalty or not?

Quick Summary
It is not possible to file an income tax return for FY 2018-19 after the deadline has passed, unless it's a loss or refund return requiring approval under section 119(2). For other cases, you can now file returns for FY 2019-20.

No, last date is over for FY 2018-19. You can file Returns for FY 2019-20 now.

You can not file FY 18-19 return under normal course. However if it is loss return or refund return, you can file after taking approval under 119(2)
