ITR for salaried employees

My brother is an employee ..
tds already deducted by company , but he didn't file ITR ...
is it necessary to file itr for salaried employee where tds already deducted & no other income

It is an obligation to citizens to file returns with the Income Tax Department at the end of every financial year.

If you want to take refund of TDS Deducted, or your Tax Paybale is less than TDS Deducted, then you can file ITR and take refund of same(Excess Paid).

and if I don't want refund ... ??

Obligation means a legal or moral duty to do something

If your gross total income (without allowing any deduction under section 80C to 80U) exceeds Rs 2,50,000, it is mandatory for you to file an income tax return.

Otherwise Not.
