I want to submit my return in ITR 4 for the AY 2011-12. But there is no ITR 4 form in income tax site.

What to do?

But ITR-4 is in PDF format . Wait for the Excel utility.

Else, if taxpayer is not covered u/s 44AB (if individual ) then, you can file mannual return as well.

Yes, if you want excel utility then you have to wait for the same.

If your income fall in this creteria..

In a case where regular books of account of business or profession are not maintained-

&

In a case where regular books of account of business or profession are not maintained, furnish the following information for previous year 2006-07 in respect of business or profession.

then you can file Online Return via ITR 4- (SUGAM)

So generally when can we expect the e-filing Excel forms for ITR - 4, etc. ?

till june, ITR1/2 is due, so these are published,

at anytime before end of may, ITR4 expected to be published.

This is ridiculous. Every year new ITR preparation utility softwares are required that everyone understand including CBDT. So why it can't start working on it well in advance before the commencement of Assessment Year ( it is normally done through outside software consultany agencies). Such kind of delay does not commensurate with position and reputation associated with CBDT. Hope more people and associations in the field will raise the issue further for improving the schenario.
