Is it possible to open a completed XML (not prefilled) file in excel utility for filing a revised return?

Yes import the earlier filed X M L directly
Yes, you can download your earlier filed XML (i.e XML of original return) from Incometaxefiling site after login and than Import the same to the excel utility to file revised return.
