In this case, ITC will arise because you are not raising sale invoice instead you have raising delivery challan. A Delivery Challan is created in situations where goods are being transported from one place to another which may or may not result in sales.

Just example: if you have gst registration in your father's name. If your father is selling goids with collecting gst to you. There you can claim ITC because gst is collected by your father and remits to govt. The govt. Provides the remitted gst as ITC to u.
Here in this case there is need of ITC. Hope so you understood.
If cursor is unregistered, then there is no question of itc. In this case whether the cursor is registered or not registered, then also U can't avail ITC.
