can I file application for refund of ITC for the month of November 2019 during the month of Nov. 2021.

ITC WILL BE REFUNDED ONLY UNDER 2 CIRCUMSTANCES
1) ZERO RATED SUPPLIES
2) Inverted duty structure supplies
check your eligibility first, whether you fall under any of the above mentioned category, if you are eligible then check latest notification issued by government.

If it is refund due to export then exports made after 22nd November will be eligible for refunds (since today is 22nd November).
If the refund is due to inverted duty structure the you have time till 20th December 2021 to file refund for the month of November 2019
