Whether ITC is available to a regd dealer when he pays GST 5% to another Regd Dealer for using cab taken on rent for giving it to it's clents

I think ITC should be available as services are being used by same category of regd dealer

under section 17 sub section(5), there is no ITC on Rent a Cab services except where,
when we using the same for outward service for same category .

Yes offcourse ITC will be available. GST biggest advantage is credit system. It is used for business purpose so therefore ITC will be available just provide your GSTIN to dealer and avail ITC
