ITC on RCM related to FY 2017-18

I have paid RCM u/s 9(3) on transportation of goods during 2017-18 on Sept 2020. Can itc claimable.

IF I PAID THE RCM LIABILITY AS ON TODAY SHALL WE GET THE ITC OF CURRENT PERIOD. IF NO, PLEASE SUGGEST HOW TO SOLVE THIS MATTER. IS WHOLE PAYMENT OF RCM GOES TO GOVT. WITHOUT ITC
