No, you can't take itc on purchase from composite dealer
Composition Scheme Dealers are required to pay GST out of their own pocket i.e. a percentage of their turnover. They cannot collect tax from the customers.
Therefore where no tax is paid by the Recipient on the Supply, the question of claiming ITC does not arises...
