Hello everyone. can anyone reveal me in which notification it is said that the only ITC reflecting in GSTR 2A will be eligible rest will be ineligible wether you have proper GST invoice.

Sir pl clarify me and give me the notification
It's from the CGST Act, 2017 not from any notification. Please refer section 16 of the CGST Act, 2017 for same.

Before oct 2019 the rule was- if supplier doesn't upload the invoice in GSTR1 and you have proper purchase bill of this transaction so you can avail input on the basis of proper invoice. but after 1st October rule has changed as i saw in most of the videos in YouTube related to Itc from 1st October.As per new rule it is said that untill supplier doesn't upload the Bill in GSTR 1,you will not be able to take credit of this bill weather you have proper invoice. so i wanted to know that in which notification or press release it is mentioned if it's true information.
May be its mentioned at notifications for new Gst returns Sahaj & Sugam

The GST Council recommended in its 37th GST council meeting helo on Sept 2019 that "In order to nudge taxpayers to timely file their statement of outward supplies, imposition of restrictions on availment of input tax credit by the recipients in cases where details of outward supplies are not furnished by the suppliers in the statement under section 37 of the CGST Act, 2017".
