can a manufacturer who was registered under VAT but not under EXCISE avail ITC for the amount of CENVAT on stock held on 30-6-17. which form is required to be filled?

No, for claim any CENVAT Input, the assessee has to provide particular registration number, in your case excise reg number, which you don't have, so in my point of view, you are ineligible to yake CENVAT credit.
For taking credit of vat you need to file TRANS-1, before 30th September 2017.
