ITC cliam in gstr3b
I have not received ITC in my GSTR2 from my purchase, can I claim in GSTR 3B

Yes you can
You can claim but not exceed 5% more than 2A, that is whatever the amount reflected in 2A you have to avail ITC addition of 5% more than that not eligible to avail ITC as per rules
If there is no itc shown in 2B then before claiming talk to your supplier and then claim as suggested above
