i have received the message along with the extension of Annual Return, that we can claim all the missing ITC from 18-19 till 30.9.19.
is this true, if yes then do we have a GR ?

It's in the Act .
As per Section 16 of CGST any miss ITC can be claim till the month September following the end of FY .
