ITC blocking
Can State GST Officer block ITC of Dealers registered under Central jurisdiction.

Yes it might be but approval is required from Central CBIT Commissioner of tax
Yes it might be possible
Each registration is under both central and State jurisdiction therefore state officer can block your ITC if it is in accordance with the law
