If I buy infra bonds in secondary market (Resale market), is that eligible for tax exemption under 80CCF?

Section 80CCF has been discontinued w.e.f. FY 1.4.2011.
Buying such bonds from primary market does not give 80CCF deduction.
Only original allotees got 80CCF deduction.
NO it is not eligible for tax exemption under 80CCF.
