Issuing B2B invoice to Tax Deductor

Many Govt entities are registered as Tax Deductor.
Can we issue b2b invoice to entities registered with TDS registration if they don't have regular GSTIN.

Quick Summary
This discussion clarifies whether B2B invoices can be issued to government entities registered as Tax Deductors but lacking a regular GSTIN. The consensus is that if an entity does not possess a GST number, a B2B invoice cannot be issued. Such transactions should be treated as B2C supplies and reported accordingly, as a B2B invoice requires the recipient's GSTN to be valid.

If eligible you may issue
They registration as a normal tax payer will be there enquire them.
If not it is B2C
No...... it's b2C supply, cannot issue B2b invoices. Moreover how can supplier issue B2b invoice to Recepeint who does not have GST number. (Without mentioning GSTN in bill it's treated as B2C invoice)
If there is no support of GST registration the sale must be reporting in b2c
