issue of way bill - sale from port

I am a registered under gst in the state of Punjab.

I import good at Mumbai Port.

After paying custom duty along with other applicable taxes, I clear the cargo and sell the material at Mumbai port itself to a party in Orissa. the party takes the gods in a truck.

When I issue way bill (outward - supply), it shows goods are being moved from Punjab to orissa as my gst is Punjab register.

Please advise, how do I issue way bill showing movement of goods from Mumbai to orissa.
