1. If TDS is NIL then whether the Company is under obligation to issue 'NIL' Form 16 to concerned employee? If not, is any other document is mandatory required to be issued to that employee?

Form 16 has to be issued even in case where tds to be deducted is Nil from the employees

I think Salary Cerificate is to be issued to employee instead of Form 16.

Yes Rajesh is right. It will be issued only when TDS deducted otherwise SALARY CERTIFICATE is enough...

Yes Form 16 is not required to be issued in this case, salary Certificate will do.
