Is tds return compulsory for no tds deduction in quarter?

I have received following e-mail from CPC (TDS)

Dear Deductor,

As per the records of the Centralized Processing Cell (TDS), TDS Statements have been filed for Q2, FY 2013-14, however, no TDS Statements have been filed for Q3, FY 2013-14 as yet. In this regard, your urgent attention is invited to relevant CBDT Circulars and provisions of the Income Tax Act, mandating filing of TDS Statements and Issuance of TDS Certificates downloaded from TRACES.

1.Mandatory filing of TDS Statements:

You are advised to refer to Section 200(3) of the Act, read with Rule 31A, which reads as follows:
... (blah blah!)

Now there was no TDS deduction by us in last quarter. AFAIK, if there is no  deduction, then there is no need to file return.

So above email has confused me. Is there any rule change? Is it ok if I dont file a TDS return for the quarter?

Do I need to reply to above e-mail or I can simply ignore it?

I actually keep on wondering how "legally valid" these e-mail communications are?

 

I doubt these e-mail can be treated as legal notice or anything.

 

They have to send paper letter via registered courier, how can they be sure that e-mail did not go to SPAM or e-mail was overlooked by deductor?

 

This more or less appears to be just sent to everyone.

What if my id is hacked? What if I forgot e-mail password?

 

What if TDS-CPC e-mail goes to junk folder and I NEVER see it?

 

Reasons are genuine. I do not think E-mail communication is reliable medium to assure that I actually got and read the NOTICE.
