Im filing GSTR 9 for the year 2019-20 but the portal is not calculating any late fee and due date is not showing in it.
Can i file it now? and what is the late fee?

Yes you can file the same if the system is accepting it.
You can voluntarily pay the late fees via DRC 03
When the portal is not asking, do i need to pay? or can i file it without paying?

In my view portal will definitely ask for late fee . else as suggested pay it in your cash ledger & file DRC-03
