I am going to Australia to attend a conference, which requires registration fees (for participation). I will be in Australia for 15 days and will only participate in the conference. To make payment to the organisers, my tax team is asking for No PE certificate from Conference organisers. Please guide if this is correct?

Yes, based on that your tax team can decide whether to deduct TDS or not !!!
