We paid MAT in FY 09-10 and accordingly obtained form 29B from a CA in practice. In 10-11 the normal tax payable is more than MAT.

I guess no. However there is MAT credit set off under 115JAA in Fy 10-11

Form 29B as contemplated u/s 115JB(4) is required only in case the section is applicable in that particular year to any company. In case the section is not applicable furnishing the certificate is not required.
