please explain me the procedure of purchasing from unregistered dealer and is it legal or not

How does GST will work
If we are discussing state sales tax, then it will be legal if we purchase even from URD also. But we need to pay VAT on the same with the help of bought note formats as per section 12 of TNVAT & VAT paid can be availed as input credit in the next month.
