Any member (whether in practice or not )of the Institute of Chartered Accountants of India can use the designation Chartered Accountant.(Chapter II item 7 - Members to be known as Chartered Accountants)
It is very sad to know that the person who is working as specilist in the field of organising the human being is not having a clear attitude. The ICAI is doing two function 1. Providing education and 2. Association of Chartered Accountants. When a person complete the CA education he may use the CA either adding before name or after name. After completion of CA education he may take membership of ICAI and he may use ACA. On completion of 5 years membership he is allowed to use FCA. Above all is very clear without confusion.
There is no rule, whereby only practicing CAs are permitted to use the words' CHARTERED ACCOUNTANT.. All members' of the Inst. are permitted to use the designation CHARTERED ACCOUNTANT & the acronym ACA & FCA as the case may be...

However, you should note that you need to be a " member of ICAI " to use the words Chartered Accountant.. Those who clear the exams' but do not apply for membership cannot use the word CHARTERED ACCOUNTANT
