Is icai payment gateway not working ?

If that the case, try using the payment gateway around 11PM or there after, there could be some technical glitch or server issues. May be lot of the candidates are accessing at the mean time, so give yourself some time, if issue persists, then call up examination departments helpline number and inform them about the problem which you are facing.

But I am trying this 20 times in 24 hours , even called examination dept. they said to keep trying , dont know anybody facing this problem 

If the problem is only at your end, may be there is some issue with your service provider. You can ask your friends to submit the form on behalf of you or you can go to their place submit it.
