This statements not 100% correct,

passing CA is totally dependent on volume of CA Students who is appearing in a particular center.

Because if you giving exams in metro city center the competition and preparation is very high level, also volume of appeared student also large.

but when you talk about small city than there is possibility that no of students are very less and preparation strategy is also different. so it is possible that when a student who preparing in metro town and give examinations from small center can pass.

If u are in metro then there are higher volume of student then remote area. because of this volume we see this kind of difference .  actually there is no such kind of system that if u appear in exam from remote are u have more chance to pass.

and passing percentage is fix but before exam i dont think so.
