NO IT WAS JUST A BILL PROPOSED ON 26 FEB AS IT WASNT APPROVED ON 1ST DAY OF APRIL 2010 IT CANNOT BE CONSIDERED TO BE APPLICABLE IN NOV 10 XAMINATIONS.............................
